What’s the point of the base fee and why can’t we bid to lower it?

We all know GWEI can skyrocket to 300+, making ETH chain super expensive. We also know that there is a base fee. For example, if the average gas fee is 100, perhaps your base fee is going to be something like 80. You can't send with less than base fee GWEI or you'll get this error:

Some my question is, why can't we make it so people can bid on lower fee than base fee? Say the base fee is 80 gwei, and the majority send "30" gwei and multiple people are suggested by the RPC to use that fee. I'm sure if we encourage this type of action, in a friendly way, we could all keep gas prices under control.
